gconftool-2 --type string --set /apps/metacity/general/focus_mode mouse

- Install ccsm
- Run it
- Go to general options
- Click ‘focus and raise behaviour’
- Untick ‘raise to focus’
Now the windows will focus on hovering the mouse over it.
